  3. Germany and America. As Rome had  shown before, and Russia 
  4. has shown today, militarism is itself the main route of 
  5. technological education and acceleration for lagging areas.

  7.      Almost unanimous enthusiasm for improved routes of 
  8. land transportation followed the War of 1812. Furthermore, 
  9. the British blockade of the Atlantic coast had compelled an 
  10. unprecedented amount of land carriage, thus emphasizing the 
  11. unsatisfactory character of the highways. War is certainly a 
  12. form of emphasis that delivers many a telling touch to lagging 
  13. social attention. However, in the very Hot Peace since the 
  14. Second War, it is the highways of the mind that have been 
  15. found inadequate. Many have felt dissatisfaction with our 
  16. educational methods since Sputnik, in exactly the same spirit
